In November 2010 President Atta Mills stood at the Africa–EU Summit in Tripoli, at a meeting where migration was on the agenda, and told Ghanaians to travel with the right papers. Seventeen months earlier his government had signed away the case of forty-four Ghanaians who died doing exactly that. We hold the footage.
